new folders i am not creating on empty partition

I have a second hard drive partitioned out in two sections; one for time machine and the rest empty for what ever i feel i need it for.

I notice i keep getting empty folders in it that are titles the same as the folders in the main disk... examples are users, desktops, library.... etc...

Time Machine is not pointing to that partition and CCC is not active... so why are they being created empty. I have deleted them once...
