Excuse the newbie question,
I have a new harddrive I want to install, Whats the best way to get the info from my current drive onto this new drive before installing it.
I have read using Carbon Copy cloner is an option,
I have time machine set up, I was curious if i installed the new drive if i can also use time machine upon startup and use time machine that way,

Carbon Copy Cloner, or use internet recovery and restore from Time Machine.
 
If I use CCC, then would i still need to restore from time machine? Wouldnt CCC copy all my files

CCC is a mirror image of the existing internal hard drive, just clone to external drive (new drive) with external enclosure and replace the new with old drive, then you are in business. Nothing fancy.
There is plenty of youtube videos teach you how to physically install the drive.
Time Machine is used for backing up the internal drive, say your new drive is in the machine, you can use the old drive as external one to run TM, should disaster happen you can always back up to the internal drive with ease.
