Are you talking about Arden or Roseville? Arden is a little rough around the edges but not THAT bad. The fire you reference happened in Roseville, which is a pretty upscale location. Just because one deranged lunatic set a store on fire, and then the responders got mixed up enough to turn off the sprinkler system and let the fire rage out of control for an hour, has nothing to do with the "crappiness" of the area.
You must live in Beverly Hills or something.
