So I want the new ipad mini. I just want to make sure my math is correct. I can buy the 16gb 4g version for $529 and then sell it the year after for 400+\- or I can use AT&T next, and pay 32$ a month or 384$ a year and upgrade when the new one comes out and just continue paying the monthly payments. Is this right? Or am I missing something?

Option 1. buy it outright for $530 and sell it as high as I can when the mini 3 comes out

Option 2. Use AT&T next and pay $32 a month ($384 a year) and then trade in when the 3 comes out and continue the monthly payments for that one

I'm not sure that you can get the iPad mini through the next program at AT&T? I just checked and iPads are not listed as available devices. At least not through the upgrade path.

I thought "Next" was only for phones. Next looks good on paper, but I think you are just lining AT&T's pockets unnecessarily. It depends on how much the convenience of paying a tiny bit every month (vs. 500 large up front) is worth the $200 extra in costs in the long run. I'd probably just pay the $500 and not be locked in.

You can select the option for it on the pages of the products...

I'll be upgrading each year anyway so from what I can gather I'll be paying 384$ A year instead of 530$

Another "I thought" here - I thought you had to pay the second of the two years off if you upgrade in one year - its just cheaper than paying off the service contract.

Whatever you do, make sure you are positive about the details. Modern cellular companies are great extortionists.

From what I've read you give them your old device and you start paying monthly for the new one... Can someone confirm this for me?

According to your example, you buy it for 529 and then sell it a year later for $400. So you've effectively paid $129 or $10.75/month to use the ipad. Why would you want to pay 3 times that much using the Next program?

As the link was provided, yes iPad mini are listed and if you are eligible you can use the AT&T next to get the ipad mini. Currently ipad mini with retina display isn't displayed yet because it hasn't released yet. Once it releases, AT&T will add the ipad mini with retina display into their store. This has happened with the iphone 5S as well.
