There is no reason to make a mini shell out of carbon fiber. Cheaper fiberglass or even plastic would be much cheaper and more than adequate.

Why drive the price of the device up for no added value.

Fiberglass and plastic is prone to cracking. Remember the old 3G iPhone that had a tendency to crack after a while? You won't get that from carbon fiber. Carbon fiber is much lighter as well.

I don't believe they will spend that kind of money on a shell for the mini, where they would be trying to lower costs if anything.

Maybe on an iPad 4, but not a mini.
