i currently have an ipad mini generation 4
(still works great) but in order to do what i want to do, i need to upgrade to an ipad pro.I am eyeing the walmart deal featuring an ipad from 2 years ago.I can afford the newest model. which would you all recommend??
 
I'd say at least give an iPad 10.2 some thought despite the older gen 1 pencil support. To me its a safer bet than buying older gen pro models (given the touch sensitivity issues and white spot issues etc.) especially if you don't need the higher specs.
 
ipencil use. i am planning on taking art lessons.

Apple Pencil works on all current iPads. The entry level, mini 5 and Air 3 use the first generation Apple Pencil while the iPad Pro use the new Pencil.

All work great for drawing.

I have decided to wait for the next generation..and then buy the 11 inch one from this generation.

For digital art, I actually probably would recommend the latest Pro with the second gen pencil and ProMotion over the Air, mini or base iPad. If you don't want to wait you can get it for ~15% off from Apple's refurbished store - it'll be just about as good as new, refurbished iPads get a brand new outer case and battery and it's just the internals that are refurbished!

Good choice, have had mine for a year, its a great iPad best i have ever had and have had most, once you use pro motion its hard to go back to the old tech iPads, i tried a new mini 5 for a few weeks but sold it.

Does this mean I would be able to use Apple Pencil 2 with my iPad Pro 9.7” Gen 1?
