I just bought my wife a new iphone 13 since she needed an upgrade and we wanted to maintain a SIM card slot for her travels abroad.

I restored from her earlier device, all went well, transferred SIM and ATT Cellular worked fine, data access LTE (don’t have a 5G plan)

BUT, the WIFI performance seems very poor and certainly compared to her prior iPhone 8, my 8 plus and a note 10+… those devices get 400MB in the LAN on WIFI 5ghz connections, whereas the NEW iphone 13 gets about 40mb.

Same with upload speed, getting 25mb with the other devices (which is the full bw of the connection) and the new iPhone 13 gets 2mb upload.

Cellular Data isn’t any better, other devices get about 60-80MB on cellular ATT LTE and the new iPhone 13 gets 8mb on LTE data.

I’ve tried resetting all NETWORK SETTINGS and REBOOTING the phone, hard shutdown, etc.

I thought there was some issue maybe with SOME wifi radios, but I can’t find posts of that. Is there something that can be checked or some fix, or is it return and replace?
 
First thing to do would be calling Apple tech support and get them to perform a remote diagnostic test to check for hardware related issues.
