Just got a new phone contract with a new iPhone 4, assume it will have iOS 6 on it and i'll have to update to iOS 7.

Reckon i will get the iLife suit when i upgrade to iOS? Technically it is a new iOS device, and will only just get registered...

The small note at the announcement did say something about the device needs to be on iOS 7 when activated after September 1, 2013 for qualifying devices. Possibly this will only work on iPhone 4S and above but not too sure. Since it isn't originally installed with iOS 7 then there is a high possibility that you won't get iWork for free (unless you install iOS 7 before activating the device).
 
i had the mini with the ios6 and i upgraded to 7 and it got pushed. now my 5S, it's available for download from the get go. YEEEEEEEEEEEEEE!
