New iphone 5s help

Pretty new to all this. Any help would be appreciated. Bought a new, "unlocked" iphone 5s for my daughter. Seller claims it was a new upgrade that was immediately unlocked from its plan. Turns out its not completely unlocked as it is an at&t so daughter went with the H2O under at&t. Problem: cannot connect to wifi internet which is working fine.
Any known solutions or do I send the phone back while I can.
