I want to know something, is the news about the iphone 3.0 about a new iphone device or a new OS that can be upgraded on the current iphone?

It's a new OS. Available only to registered developers. ($99).
It will be released to the public in June/July, free for iPhone users. It is in beta stage now.

Likely both. It's more apparent how it will affect current 3G iPhone handsets, but there are strong hints that it'll be running on a new handset when that comes out (estimated to be announced at WWDC in June)
