Presumably this is for the 4th gen only?

I just decided and bought a cheap 3rd gen 64GB.
I have an iP4; another facetime device and web browsing display is not needed by me, nor twice the value of the previous generation.
Decent capacity is my essential feature.

This is up to you. Based on observations around the iPod touch forums, getting the 32 GB iPod touch for 70$ more than the 8 GB is the smart way to go. More memory will last longer with all the apps, games, music and videos that could be task heavy on the new iPod touch.

Either the 32GB or 64GB. Just depends what you need.

Normally, I'd say, if you don't need more than 8GB, than just get the 8GB, but the actual available memory usable on the 8GB is 6.5GB. That's pretty weak, unless you're someone who honestly doesn't need to store a lot of music, maybe one movie at a time tops.

What I think I'm going to do is buy an 8GB Touch for apps, maybe some videos, and then buy a 4GB/8GB 3G Nano for all my music, which will also be for biking, and the such.
