Can you pay apple to "refurbish" your ipod touch 4g body because i bought mine from a friend and it is scratched up pretty bad.

You could do it yourself, or find a third party service (there are quite a few on eBay).

I don't think Apple would do that, but there are third party services if you want to take a look at. My advice would be to do a lot of research before trusting then.

Cover it up

Just buy a nice case to cover it up, a new one would just end up getting scratched up over time any way, impossible to keep those things nice and shiny....
