Congratulations. I'm current on 9.3.x...but I would wait for next update...to let smash some bugs.its up to you.
You can only upgrade to the very latest ios. But yes, do it! Bugs are always present whatever ios release, and, to be honest, they're pretty small and insignificant for the majority of customers.

Yes, I know, but it's usually open for only a few days. It's been several weeks since iOS 10 was released. You're much too late.
I did not read yet that Apple stopped signing iOS 9.3.5, also this website states it is still signed:

iOS 10 works great on my iPP. I have been using it since the betas. I have seen no slow down and the features are worth it in my opinion.
