New IUP vs. Existing IUP for reservations

Has anyone had any luck getting a reservation today when signing up for the iPhone Upgrade program as a first time user? vs. existing iPhone upgrade program users that were caught up in the whole pre-order issues?

I'm not sure what the differences between an existing and a new upgrade. Because I have been an upgrade member for a year and still today had to go through the whole credit process at the store as if I was totally new.
