Now that apple has announced the next major update to Mac OS X will be released sometime next year and will be name Snow Leopard does anyone think apple will wait till then to roll out the new Montevia chips and the updated MBP.

I am thinking about upgrading to more a powerful MBP and a larger screen, and someone told me it's best to have a new operating system installed on a new system rather than updating from an older version.

New Macs did not correspond with the release of Leopard, so my guess would be no. (Plus if Apple waited a year plus to update the MBPs, there would be rioting in the streets) :)

OS X has a clean install feature that erases the hd and installs a fresh copy. So that eliminates your friends concern.
