Will the new OS that is coming out be on a newer baseband than what is out currently? I have one of those iPhones that when I upgraded to 3.1.3 I got the newest baseband and my wireless died....I read somewhere that I'm not alone and that the likely culprit is the baseband version...will 4.0 have a new baseband? Are the drops given to developers on a new baseband already?

The baseband is updated with each firmware release.
 
A new baseband doesn't mean that they will suddenly be able to unlock it. It will take some time to unlock the new baseband, just as it's taking a while to unlock the current version.
