Sorry, but I don't remember the iOS version of Photos having a "heal/clone" tool - aside from adding one as an extension from a third party app. (I know I used several other apps for this purpose myself.)
If you are talking about the "auto" setting, it is now in the upper right hand corner of my iPhone. I think it was originally along the bottom with the other controls.
