New photos app stuck on updating

Just curious if it's because I shut iCloud Photo Library off on my other devices but on my Mac it's forever updating . Is this because it's waiting for the other devices to turn photo library back on?

Or am I not being patient enough and should just let it do its thing? Also I noticed time machine prepares backup but won't back up. Is this also because it's waiting for the Mac photos app to finish updating ?

Sorry if it's a stupid question I didn't run any of the beta version and have been out of the loop with the new photo system.

If you turn off iCloud Photo Library on other devices, it should turn it off on your Mac too. Try turning it off on the Mac, and back on, and then just don't touch the setting on any other devices.
