Got a fresh install of High Sierra, and I plan on rebuilding my photos library. I open photos for the first time and it starts loading pictures. I assumed it was somewhere from iCloud, but I can't trace it to that. I went into preferences and unchecked all the iCloud/syncing stuff and it stopped.

I checked iCloud.com in the photos section and there are no photos there. All my devices, I've turned off the iCloud options. Can't be my phone since I just got it and have no photos on there. It's not my old phone as I've wiped it clean. My photos are only on an External SSD, so where did these photos start popping up?
