I recently started using a powerbook and I bought a powerbook G4 from someone else who was looking for something else. I was wondering if I could re-install Mac OS X without losing the software on the computer because I don't have the disks for the programs? I want to start fresh because as of right now his name is all over the computer as the administrator and such.
 
Just create a new administrative account, transfer the files you want through the shared folder, and delete his account. This would be easier than reloading the OS and would be more of a "fresh start"
 
Which programs are you talking about? If you got anything off versiontracker, just burn them to a DVD. Anything else is illegal for you to have without the discs, etc.. so go get them from him!
