I recently bought this; https://www.amazon.com/gp/product/B078C515QL/ref=ppx_yo_dt_b_asin_title_o07_s00?ie=UTF8&psc=1

and placed it in this enclosure; https://www.amazon.com/gp/product/B07Y81R1JM/ref=ppx_yo_dt_b_asin_title_o08_s00?ie=UTF8&psc=1

I plugged it into both my macbook pro with 10.14.2 Mojave, and my Mac Pro desktop running High Sierra, via a USB port.

Nothing, the enclosure light lights up, but that is it. The SSD drive does not show up in finder, disk utility, nor in terminal. I tried opening system information on my macbook pro running mojave, and the enclosure shows up, but not the ssd drive in it.

You could try installing the drive inside the Mac Pro to see if the drive itself is good.

I've a couple of Crucial SSDs in my system now, one I was using with my 2010 Mac Pro (since replaced by a 2018 Mini) that has been running for years.

Mevet's suggestion to "try it inside" is a good one.

Diagnostic steps I would add to that:
1. Try another enclosure. I've seen instances where the enclosure just didn't work.
then...
2. Try another drive.

But if it was me, I'd be checking out issues with the enclosure first.
 
It seems like it was the enclosure, luckily I had bought two of these, and I used the other. I plugged it in, and disk utility window popped up saying the disk was unreadable and I chose to initialize. I chose initialize, did an erase of the drive, (this was the only option not greyed out) and it is now being seen. I set it up as one single big partition, GUID map, mac OS extended (journaled).

I will keep my fingers crossed. I am using this to restore a clone of a failing western digital portable hard drive that I made a thread about a while back.
