Trying to text to a person who has imessage on an iPad, but also has an android cell.
From my iPhone XS Max, I could say "text friend's cell" and it would ask me what to text and then send it. It worked. From my apple watch 4, I can say same thing, but it'll send the text to the imessage on the iPad.
I tried different things. Watch connected to WiFi, watch not on WiFi, but on BT to phone, I checked only to send and receive texts on my cell with my phone#. I tried turning off imessage on the iPad but that didn't help. I ca receive a text fine from that person, but unless I do a direct reply on the message or tell my watch to text a phone number, it'll always send it to imessage. Please help.

Also, is there a way to have Siri from screaming when doing the texting? I tried making the volume soft, all it did was make the "woosh" sound sound, but not her voice when helping me.
 
Siri’s voice level has a separate volume control. Go to Settings > General > Siri and scroll all the way down to the bottom.

I think the Watch does iMessage by default, which would explain why your friend is contacted in their iPad but not their Android mobile. I’m not sure why, or if this is configurable, unfortunately.
