Long story short: I have a logitech wireless keyboard and mouse. They are paired with my new macbook pro and everything works as expected....

..until I restart my Mac. After the computer restarts, neither the mouse nor keyboard works. I have to use the keyboard / trackpad on the laptop. This is a problem because I'm using the laptop like a desktop, it's in a drawer under my desk.

Is this normal? What am I missing? Any help would be much appreciated. Thanks.

Edit: after a few restarts, it works fine now (mostly). Still can't wake the machine with either bluetooth device.

I suggest that you reset NVRAM and SMC to troubleshoot the problem.
Take these steps to reset SMC:
1. Shut down the computer.
2. Plug in the power adapter.
3. On the built-in keyboard, press the Shift (⇧) - Control (⌃) - Option (⌥) keys on the left side and the power button, all at the same time.
4. Release all three keys at the same time.
5. Turn on the computer.
Reset NVRAM:
1. Shut down the computer.
2. Press the power button.
3. Before the grey screen appears, press the Command (⌘) - Option (⌥) - P - R keys at the same time.
4. Hold the keys until your computer restarts and you hear the startup sound a second time.
5. Release the keys.
