If you do an iCloud restore from the iPhone but leave it hooked to your computer it will pull the apps from your computer instead of redownloading them. Which is a lot faster then it having to download. So much faster
 
Only if you had iTunes set to sync apps. Which I stopped doing as it made the sync take longer and often gave me apps I didn't want to remove others. Most annoying.

Within iTunes under apps you can uncheck apps you no longer want on your iPhone. I had the same issue before where if you downloaded an app and right away didn't like it and removed ... An iTunes synch would put it back on your iPhone.

Another improvement is it puts your apps back in the order you had them ... Through iTunes this has been available for awhile but I am thinking through iCloud this might be newer.
