I know the Verizon 5 & 5S come unlocked ... What about the 4S 8GB model that Apple currently offers? Looking for a cheap solution for a friend that travels abroad. Thanks!!!

to get 4S Verizon unlocked only for international carriers you must have it activated on Verizon account and request unlock code from them.
Usually they just push the unlock to your phone , you have to be on - wifi / or 3G and it will be unlocked.
If your friend does not have Verizon , activate the 4S on your account just to have it unlocked Remember: if you have LTE Phone you will need another sim card in order to re-activate the LTE phone.
Buy cheap sim card on ebay if you do have LTE phone
