Is this the new VoLTE? Seeing this on Beta 2 on EE UK

Yes.

Non-Standalone 5G utilises VoLTE for voice calling, which means the phone connects to both 5G and 4G at the same time and falls back to 4G for calls. Standalone 5G requires the phone to support VoNR (Voice over 5G Standalone), so it does not need to stay connected to LTE towers.
 
it was added in a carrier bundle for iOS 18.5, beta 1 of 26 didn’t have it as it had an older bundle, beta 2 has caught up again.
