I've been waiting for Newber to be released to the App Store for a couple of months now. I was beginning to think that there might be a problem with the software, but turns out that Apple has been sitting on the App for 70+ days now. On their homepage, Newber has posted a clock showing how long it's been since they submitted their app to Apple for approval: http://www.mynewber.com

How do you know the app wasn't rejected previously? There are two sides to this story and you're getting one and simply posting about it.
Given the app's function, I'm going to say it won't go through. I think it circumvents the function of the phone itself, or duplicates the function rather.

Sorry to crush your hopes for this but don't ever expect to see it in the store. Even if Apple accepted it I don't think any of the carriers would like it and get it removed.
 
It sounds like it would have to run 24/7 to run properly. To route business calls to voicemail after hours it needs to see all numbers that are calling in, which isn't permitted. App denied.
