Newbie Core question

So I just installed Tiger two days ago and I can't seem to find how to edit pictures with Core... is it an application? Where can I go about finding it. I used spotlight to find Core image but nothing came up....if anyone can help me out will you please help me!

Core Image is not an application in itself. It underlies the OS and allows developers to create cool effects in their applications with less code.

If you're talking about the Fun House application which was a demo for developers to get some idea of what effects they could add to images/video, you'll need to install the developer tools from your Tiger DVD
