Is it possible in settings to 'stop' last page visited on a app like safari, to be the first page you see in another session later ? Aware you can close out at the time.

Secondly, you cant set a homepage to show everytime you log into safari ?
 
1: Only if you manually close the window(s) before leaving Safari. You might also try "Private Browsing" in Settings:Safari

2: Not so far as I know.

Is this your first iOS device? Basically, the paradigm is that you never really close out of any app. They are "suspended" until you access them again. Some can do things in the "background", others just stop working. Different apps do things differently, but the Apple Apps never really close down or clear out.

You might want to explore other browsers to get the home page functionality. It's not in safari but it is a really handy commonsense thing.
