If you didn't get it in HD, you can't make it be in HD. If Dolby 5.1 isn't encoded into it... you can sort of fake that.

Picture can't really be upscaled, though.

SRY I Should have explained better , I am downloading movies from limewire (NOTHING ILLEGAL) and what I wanted to know is their anything other then hardware that I can do to improve VIDEO(PICTURE) , if it improves anything else thats a plus ,not encoding or anything like that , I'm really new at this so I'm starting from zero .. is their any place to read up on this , its become sort of a hobby to me and I want to build a nice movie library... what I really want to learn is what things can I do to get the very best quality movie .Thank You all for the help

First of all stop using Limewire to download movies. Your just asking for virus and spyware even on a mac. Start using Bit torrents.

To put it in lame mans term, in order to get good quality videos you have to download the movies that are big in size. So anything thats above 1GB is decent if its properly released.
