Newer Technology power supply is doing something odd!

Anyone have a Newer Technology power supply? When I am scrolling up or down or selecting a new tab, the power supply begins buzzing with a whining vibrating type of noise; what the heck is that about? it almost sounds like one of the laser guns you hold down in halo, if that helps.

With this overwhelming response I will throw this out there for one last try and then send it away if no one takes interest.

Well it sounds like the power supply is bad. What happens when you unplugg it from the laptop with it still in the wall. Still make the sound..

umm maybe I wasn't as clear as I should have been, sorry. It is not a constant buzzing, rather it is only when I move the mouse through either the mousepad or an external mouse. I am noticing it when I move and scroll through a webpage and the associated tabs.
