Guys, with new 9.2 dp2 I mentioned a News app is listed in the background refresh menu but it does not exist and is not installed on my phone my region is Bulgaria and I think News is not available here yet. But why it is listed under the background refresh ....

Because it's beta software and full of bugs. People need to realise beta software is for testing and they are obligated to report bugs to apple. Too many people are using it as an early access thing to gain bragging rights.
Click the little button and report the bug to Apple.
