Just did a fresh install of Windows 10 (fully updated). I do not have a bluetooth icon in Device Manager. I cant add my bluetooth mouse.

Bluetooth works fine in MacOS.

Anyone else having problems with this?

weird.

Was able to fix the issue using a combo of the Bootcamp drivers and AppleBluetoothEnablerInstaller64 from this site:

http://kb.parallels.com/en/117550

Under System Devices I needed to uninstall the Broadcom Serial Bus HFE device, and make sure that under Bluetooth devices the radio wasnt there (Code 10, uninstall it).

After that I installed the AppleBluetoothEnablerInstaller64 file.

Then I went to my Device Manager list for Unknown Devices and clicked on the device, and using the Bootcamp driver pack I manually selected the driver with title Broadcom Serial Bus Driver over UART Bus Enumerator.

After doing that the BT radio popped up and its been good ever since.

its still acting flakey but it works.
You consider doing it again? I installed it twice, I forgot why I did it the second time, but it was fast as you know. I forgot about the one step that is probably more relevant than what version I installed and where I got it. The apple driver for Windows is probably what failed in your install. But since you got everything setup and kind of working, maybe it's not worth it.
