No-contract iphone 3G on July 11?

I searched and couldn't find the answer. I'm interested in the no-contract iphone in US. Does anyone know if no-contract iphone 3G will be ready on July 11? if not, anyone knows when?

You just wont be able to sign up with AT&T in the future for 6 months. I believe that's the length of time you have to wait.

some people suggests that I need to pay the ETF as well as the phone cost if I terminate early. is it true? Do I have any other penalties on top of $175 ETF?
