I'm sure this has already answered, but before the 3Gs, you could upgrade any line that didn't have an iPhone to the iPhone regardless of length of service for the $199/$299 prices. Has that gone away? My wife's line hasn't had an iPhone on hers, but it's still showing the $399 price. Thanks!
 
It doesn't matter what kind of phone she has, if she's not eligible for an upgrade, she's not eligible for an upgrade.
 
Until your wife has fulfilled the contractual obligations to AT&T she agreed to when she got her current phone, she is not eligible for a subsidized no phone of ANY brand.
