iPad mini No earphones, are Apple been a bit tight?

Yeah, I'm glad I noticed that before I bought mine. And, the iPod Touch doesn't include a power adapter, which is somewhat surprising.

They never have, neither have the iPod nano's and as far as I remember, from the iPod 5.5 video to the iPod classic now, they haven't either.

This is the new Apple and its clearly different from the past.

The "past" Apple never included earphones with the iPad.

USB only. Same for the iPod Nano or the Shuffle (which comes with a tiny Jack to USB cable that's so small it's actually cute )

You connect it to anything with a USB plug via the included cord.
