No family sharing

Trying to set up my watch for family but after it says to create a passcode it gets this error

Just in case anyone else gets this error. You must have two factor authentication turned on.

This is for Family Setup, your family member who doesn't have their own iPhone can use their Apple Watch to do things like make phone calls, send messages, and share their location with you.
