We can add tags to files in Mavericks, even for files stored in iCloud.
Am I missing something or tags are not available for iOS 7 apps, not even for the newest Apple apps, like Pages? :confused:

Tagging is a OS X only feature. But the way it is implemented in the cloud makes me think, that there is going to be some kind of substitution for the lacking File System in iOS. If I'm right, then I'm sure it's going to be a way, that is far less "complex" than on the Mac.

EXACTLY. Tags on iOS could be a kind of substitute for a unified file system across all iOS apps.

Imagine you have a couple of Pages documents, some Numbers spreadsheets and a few photos, all tagged with a "Project X" tag. You can see all of them together in Finder on the Mac. Then on iOS you'll see all Project X Pages documents in one place when you open Pages, all Project X spreadsheets gathered together in Numbers and so on. I'm puzzled why Apple hasn't added this feature yet to the iWork iOS apps.
