My iPhone 6 with iOS 8 would turn on the LED in dark situations to you know focus and compose. I.e.; it turns on the flash light. Was nice for seeing weird angles (under tables).
But on my 6s with 9.1 it doesn't work. The flash can be set to On but no light until i press the shutter then it turns on, trys to focus, then gets brighter and takes the image, usually OOF. :/
Just noticed though that VIDEO mode supports it on all the time??!
Am I missing something or is this a bug??

You can see in the top image flash is 'on' but completely dark.
Bottom is video, flash on and illuminating.
 
I do think we need it that way. I've had a few times I was trying to take a pic in the dark and because I couldn't see I couldn't focus correctly.

But why does it work in video? Seems moronic to allow it for video, but not for the camera so you can see what you're taking a photo of

Plus I know one of the models / iOS used to do it. I used to have to use it to find my cat and one model change went from just using the light to being able to use the light with the camera and then I could see around corners and such. So I know it used to.
