I get haptic feedback while scrolling with the crown, but no feedback for notifications. I noticed this after the updates. I have unpaired and repaired, restarted, and messed with every setting possible...nothing. Apple support sent me to Geek Squad and they could not figure it out either and said that I would probably need a new haptic engine, but if that was the case then the crown haptic wouldn't work either. Anyone experiencing this? Apple watch 5

The haptic feedback is tied to audible notifications on the phone. If you've turned off audible notifications for a certain app on your phone, there will be no haptic on the watch.

Silly, but that's how it's implemented.
