When I click on "view" header/footer, no toolbar appears. Any ideas?
 
Yeah. Tell us what does happen, if anything. If nothing happens, that's a clue we don't have as well. Also, what is your definition of a "toolbar". Just sayin' -sometimes people don't know. There's no clue as to whether or not you're one of those people. I usually don't ask questions about things I know, only things I don't know. There's a lot of 'em!

It sounds like you're expecting something other than being able to see the header and footer. When you're doing this, have the headers and footers already been created?
 
With my Word 2008 - checking the view 'header & footer' in the view menu bar, displays the header and footer BUT ONLY in PRINT view, not in Outline, draft etc etc.

So check what view you're looking at.
It doesn not display any 'toolbar' - just displays the actual header/footer on your document.
