No iCloud music library on iPhone or iTunes

I am trying to enable the iCloud music optimizer to reduce space on my iPhone, but I do not see the option to enable iCloud music library anywhere. The first step is the enable iCloud Music Library and then your suppose to see the option for the optimizer. After hours and hours of researching I have found nothing.

Any ideas?
