Upgraded 3 Macs to Ventura. 2 of 3 do not have access to internet.
- No Internet on Wi-Fi
- No Internet on Ethernet
- No Internet on secondary Wifi Access Point
- No internet using iPhone as hot spot
- Everything else on the network has internet access.
- LOCAL NETWORK Works fine
- VNC Works, but is VERY slow
- Both computers had internet access and were able to download the update prior to upgrading.
- No changes to network settings were made, prior to install.

Devices:
- No Internet on M1 Mac Mini
- No Internet on 2019 MacBook Pro (Intel) - Tried rebooting...system no longer able to boot. Freezes and immediately. powers off @ 50% loading bar.
- Everything working fine on M1 MacBook Pro

Tried:
- Changing IP from DHCP to Static
- Changing/Adding DNS Servers
- Swapping Ethernet Cables with known working computer
- Safari Says: You are Not Connected to the Internet
 
The answer is upgrade LittleSnitch to v5.5 BEFORE upgrading.

If you screwed up, like I did. Quit Little Snitch (or, if it won't, which happened to me...use Activity monitor to kill Little Snitch)

Install v5.5
Replace existing with new download.

This happened to me as well.
Unfortunately uninstalling Little Snitch didn't solve the issue, so I had wiped out my entire SSD and clean installed to restore internet connection.
Be careful Little Snitch users...

Same here. No internet after updgrade.

One possibility, if you use a VPN, is to insure the "kill switch" option is turned OFF, or disabled, if your VPN has a kill switch. PIA does and that was causing the same issue with me. Once I turned off the kill switch everything started working again.

Same here. No internet after updgrade.
I found that the issue was with my Kaspersky Antivirus. Disabled the content filter under network tab and it worked.
Then I uninstalled Kaspersky, restarted system and again installed latest Kaspersky. Now everything is working fine.

I don't have Little Snitch. I disabled kill switch on PIA (though I did not have it open anyway). Still no internet.

I tried Command + Option + Shift +R to install Catalina, and third try it told me to choose the drive on which to install, but no drive was visible. Hard drive does not appear to be damaged.
 
Only thing that helped in my case is the solution described here:

In essence, close all programs, delete (or move elsewhere to backup) these files, reboot:
/Library/Preferences/SystemConfiguration/NetworkInterfaces.plist
/Library/Preferences/SystemConfiguration/com.apple.airport.preferences.plist
/Library/Preferences/SystemConfiguration/com.apple.network.eapolclient.configuration.plist
/Library/Preferences/SystemConfiguration/com.apple.wifi.message-tracer.plist
/Library/Preferences/SystemConfiguration/preferences.plist
