OK, I need some help here. I live in the country, the only Internet I have is on my phone. No, I cannot use it as a hotspot. Both my phone and my Apple TV have new updates. iPhone 6 Plus, 11.2 iOS. Apple TV third-generation? 11.1 iOS. I am running a net gear wireless router, and the only two things hooked to it Are my cell phone and the Apple TV. Both the iPhone, and the Apple TV are running on the same network. Yet, I am unable to airplay anything. I have been on AppleCare three times, and they finally told me that it was due to the new 11.2 update.
I bought Apple TV with the promise that I would be able to stream Netflix and Amazon prime from my phone to the Apple TV to my TV. At this point it’s a cute little black brick! I have done network resets I have done hardwire tries meaning I have used Cat 6E cable to the router to the Apple TV I have tried two different HDMI cable‘s including one with a buffer nothing streams from my phone. I can sit here and download and stream anything from any provider and watch it on my phone, but no airplay. Any ideas???

I use to do this but I can't exactly remember. I'll try to remember. Connect your phone through wifi to your router although the router has no internet connection. Then go into wifi settings on your phone and tap the blue symbol for the network under Wifi. Then tap "Configure IP Automatic" and select Manual. Now input IP Address only and leave the other settings blank. I think this forces your phone to use the cellular network for internet while still connected to your router's wifi. I think this lets you AirPlay to the Apple TV that's also on the wifi network that has no internet. If this does not work play with manual settings. All I remember is that one of the settings had to have an entry and the others had to be blank.

UPDATE: Look at this discussion at the link below. It not only explains better than I did, it also corrects any misinformation I stated above.
