No iPhone international keyboard, possible reason?

I just tried texting myself via email and sent various characters like accented letters, , and various other characters. Turns out SMS can't display these characters for some reason. They just came up as question marks (?). Could this be the reasoning behind the lack of international keyboard support?

I'd like to know this too as I wan't to import it to The Netherlands!!
