Now that 3D Touch officially is dead, can you still enabled Live Photo’s through the lock screen when long pressing instead of something like that?

Yes. Now to animate a wallpaper all you do is press onscreen. As you hold, the live wallpaper moves. Verified it in iOS 13 to be sure.
