No longer Hightlight text in Preview??

I wanted to highlight text in Preview from a PDF but it seems I'm not able to do that. It's Preview version 5 on Mac OS X Lion. Anyone else have this issue?? I've searched Google but the suggestions seems to be for older versions of Preview.

In Mountain Lion, there's a Highighter pen icon in the toolbar. Also in Tools > Annotate > Highlight Text.

Is it not there in Lion?
