No more Hardware Keyboard Option?

Prior to iOS 11 there was a hardware keyboard option in Settings where you could change the keyboard input (such as a different language or layout like Dvorak). Now I cannot find it anywhere. Did Apple remove it and, if so, why?

I have started using a Dvorak keyboard and cannot when I switch the keyboard from my computer to my phone.
