According to Apple I am supposed to go to settings and enable this. “Settings-Music” My brand new, 14.6 ATV 4K does NOT have this setting. Any ideas?

It's my understanding that 24bit 48khz is possible on ATV. Also, why would Apple direct you to this non existent settings page? This makes no sense.
Apple Music Lossless is not available yet. Apple will enable it sometime in June.
This. That support document is talking about UPCOMING features (lossless, Atmos...)
