No OS update offered?

I have an iPad mini and an iPhone 5, and the update to iOS 8 is not offered on either of them.

Is this a normal part of the rollout that not everyone can access the update at once? Is there something I can do to push it to either device?

(I've force-quit Settings and power cycled the device)
